It was noticed empirically that in J/psi decays, the strong and EM amplitudes are orthogonal. With the analysis of BES data, it has been found that the phase is around -90 degree between strong and EM interactions in psi(2S) as well as psi(3770) decays and it has been conjectured that this phase is universal in all charmonium, or quarkonium decays. While so far this phase has been obtained under the assumption of SU(3) symmetry, we proposed to measure it in a model independent way by scanning the resonant curves. A recent joint INFN-IHEP proposal has been put forward to BES-III collaboration to carry out such measurement
